Massive Harvey-Burtch project returns to 麻豆精选 council

A major redevelopment plan at Harvey Avenue and Burtch Road is returning to 麻豆精选 city council, as city planners revisit a proposal for up to 1,700 new homes and mixed-use space.

A major redevelopment plan at Harvey Avenue and Burtch Road is returning to 麻豆精选 city council, as city planners revisit a proposal for up to 1,700 new homes and mixed-use space.

The plan, developed by PMC (Harvey) Holdings and Dialog Design, proposes seven buildings ranging from six to 26 storeys, with potential for towers as high as 39 floors through density bonuses. The tallest buildings would be located along Harvey Ave and transition downward in height towards Burtch Rd.

These buildings would be complemented by approximately 5,000 square meters of office and retail space. A central pedestrian-friendly "high street" is designed to connect the development, promoting walkability and community interaction, according to planning documents.

Council first considered the development in July 2024. In response to previous feedback, the revised plan includes a commitment to at least 0.25 acres of publicly accessible parkland, to integrate with the adjacent Parkinson Recreation Park. Additional amenities under consideration include affordable housing units, childcare facilities, and community spaces.

The staff report states that the project's location offers strategic advantages, being near the Landmark employment hub and along major transit routes like Harvey Avenue and Burtch Road. It also aligns with the city's 2040 Official Community Plan (OCP), which encourages increased density in urban centres to promote sustainable growth and reduce urban sprawl.

Dialog鈥檚 submission states the development is relevant to several city priorities including; the OCP; 2040 Transportation Master Plan; Housing Needs Assessment; and Imagine 麻豆精选.

Concerns about the redevelopment include the timing and loss of the Global Fitness facility, building heights that may cause shadowing on the Parkinson Recreation Centre (PRC) and nearby homes, a lack of parking for residents and visitors, and insufficient sunlight on green spaces.

Support for the project highlights integrated green spaces, respect for the PRC interface, ground-floor retail space, efforts to retain trees, improved traffic flow and pedestrian safety at Burtch and Kelglen, and reduced building heights along Burtch.

If council endorses the redevelopment plan and the OCP amendment, the proposal will proceed to a public hearing. Additional stages will involve detailed rezoning applications and further council approvals.
