Âé¶¹¾«Ñ¡ council is being asked to consider proposed updates to its Official Community Plan (OCP) to meet new provincial housing requirements.
The changes are in response to 2023 legislation that requires all B.C. municipalities to update their OCPs by December 31. Municipalities must show they can accommodate future housing demand and include policies addressing seven key types of housing need, including affordable, rental, seniors’, and family housing.
A staff report says Âé¶¹¾«Ñ¡ already has a strong OCP, but updates are needed to reflect new housing and population projections, align with provincial legislation, and incorporate recent initiatives like the Housing Action Plan.
A revised growth plan outlines space for 45,000 new homes in Âé¶¹¾«Ñ¡ by 2041, about 20,000 more than previously anticipated. These homes can be accommodated within existing growth areas, meaning no major land use changes are required.
The updated housing mix would include 65 per cent apartments and 35 per cent ground-oriented homes such as townhouses and duplexes. Growth is expected to remain focused in urban centres and core areas.
The plan also adds measures to prepare for growth, including expanded police, fire, and civic infrastructure planning.
Next steps include public consultation beginning in July. Council will review bylaw changes in September, followed by a public hearing in the fall.
